Why the stain is never where the leak is
Water that gets in at the top of a parapet can travel down inside the wall before it appears, sometimes as a ceiling stain several feet from the wall, sometimes as efflorescence (white mineral deposits) or blistered paint on the stucco outside. Water that gets under the membrane at a base flashing can run along the deck to the lowest point. A roofer who patches directly above the stain without tracing the path is guessing.
