Most flat roofs in El Paso sit behind a stucco parapet, which changes the math. The membrane is only part of the bill: the parapet flashing, coping, drains and scuppers around the edge are priced into almost every replacement. A roof that looks simple from the street, one flat rectangle, can still carry a large share of its cost in the edges.
The figures below are modelled. We built them from published regional per-square-foot ranges (aggregator data for El Paso and similar desert markets, retrieved in 2025 and 2026), not from quotes by El Paso contractors, because almost no local roofer publishes prices. Treat them as a way to judge whether a written estimate is in the right neighborhood. Your real number comes from a roofer who measures the roof. We are a referral service, not a roofer; a vetted local roofer does the inspection, the measuring and the work.
Flat roof replacement cost per square foot in El Paso
PVC and built-up roofing (BUR) are also used on flat roofs. We have not sourced an El Paso price range for either, so we do not print one; ask for them as separate line items if a roofer proposes them. See the TPO, PVC, mod-bit and BUR comparison.
| System | Installed cost per sq ft | Typical life | Where it fits |
|---|---|---|---|
| TPO single-ply (white membrane) | $6 – $10 | 15–25 years | Most common full replacement; reflective, heat-welded seams |
| Modified bitumen (mod-bit) | $5 – $9 | 15–20 years | Rugged and familiar; common on older roofs |
| Spray polyurethane foam (SPF) with topcoat | $4 – $8 | 20–30 years with recoats | Seamless and insulating; needs a UV topcoat kept up |
| Silicone coating over a sound roof | $2.40 – $6.90 | 10–15 years | Not a replacement; extends a roof that is still sound |
| Elastomeric (acrylic) coating over a sound roof | $1.70 – $5.75 | 8–12 years | Not a replacement; avoid where water ponds |
What a flat roof costs by roof size
As a cross-check, published El Paso aggregator figures put a TPO flat roof on an average home at roughly $11,000 to $22,500, which lines up with the 1,750 to 2,250 square-foot rows. A roof that is mostly open with few penetrations lands low in the range; a roof with many parapet runs, cooler curbs and skylights lands high.
| Roof area | TPO ($6 – $10) | Mod-bit ($5 – $9) | Foam ($4 – $8) |
|---|---|---|---|
| 1,000 sq ft | $6,000 – $10,000 | $5,000 – $9,000 | $4,000 – $8,000 |
| 1,500 sq ft | $9,000 – $15,000 | $7,500 – $13,500 | $6,000 – $12,000 |
| 2,000 sq ft | $12,000 – $20,000 | $10,000 – $18,000 | $8,000 – $16,000 |
| 2,500 sq ft | $15,000 – $25,000 | $12,500 – $22,500 | $10,000 – $20,000 |
What moves a flat roof quote up or down
- Tear-off layers. Removing one old membrane is routine. A second or third layer adds labor and disposal cost, and some systems cannot go over old roofing.
- Wet insulation or deck. If a moisture scan or the tear-off finds wet insulation, that material is replaced and priced extra. This is the largest source of change orders on flat roofs.
- Parapet length and condition. Every foot of wall needs flashing and coping. Cracked stucco or failed coping adds repair work before the new membrane can finish cleanly.
- Drainage. Adding or enlarging a scupper or drain, or tapered insulation to remove ponding, adds cost but is what keeps the new roof from failing early.
- Penetrations. Evaporative cooler curbs, vents, skylights and rooftop equipment each need their own flashing.
- Insulation upgrade. Adding insulation during a replacement raises the price and can lower cooling costs.
- Access and permit. Tight alleys, multiple stories or a reroof permit all add. A full replacement needs a reroof permit; see the El Paso area permit guide.
Is it cheaper to repair or recoat a flat roof?
Repair figures come from our roof repair cost guide. All three rows are modelled orientation ranges.
| Option | Typical cost | Best when |
|---|---|---|
| Repair a seam, parapet or drain | $200 – $1,500 | Membrane sound, insulation dry, problem is one detail |
| Coat a sound roof (1,500 sq ft) | $2,550 – $10,350 | Sun-worn surface, no trapped moisture, not coated many times |
| Replace with TPO (1,500 sq ft) | $9,000 – $15,000 | Wet insulation, delaminating membrane, leaks in several places |
How to read a flat roof estimate
- Ask for the roof area in square feet and how it was measured, parapet included.
- Look for the system by name and thickness (for example the TPO membrane thickness), not just "flat roof."
- Check for a separate line for tear-off, drains and scuppers, flashing and coping, and insulation.
- Ask what the price does if wet insulation is found, and what the per-square-foot rate for that material is.
- Get the workmanship warranty in writing, and the manufacturer warranty if the system has one.
- Compare two written estimates for the same scope. A quote far below the range usually leaves something out.
Insurance and flat roof replacement
Insurance generally pays for sudden, covered damage, not age or wear, and with an actual-cash-value policy the payment shrinks as the roof ages. Texas law says a contractor may not waive or absorb your deductible. See roof age and home insurance. We do not handle insurance claims.

Questions homeowners ask
How much does a flat roof replacement cost in El Paso?
About $6 to $10 per square foot for TPO, $5 to $9 for modified bitumen and $4 to $8 for spray foam, installed. On a 1,500 square-foot roof that is roughly $9,000 to $15,000 for TPO. These are modelled ranges, not quotes.
What is the average flat roof replacement cost?
Published El Paso figures put a TPO flat roof on an average home at roughly $11,000 to $22,500. The spread is wide because roof size, parapet length, drainage and any wet insulation all change the total.
How much does a modified bitumen roof cost?
About $5 to $9 per square foot installed, or roughly $7,500 to $13,500 on 1,500 square feet, as a modelled range.
How much does a built-up roof cost?
We have not sourced an El Paso price range for built-up roofing, so we do not publish one. Ask for it as a separate written line item and compare it with the TPO and mod-bit figures above.
Why is my flat roof quote so much higher than the range?
Common reasons are a second layer to tear off, wet insulation, long parapet runs, added drains or tapered insulation, and many penetrations. Ask for those as separate lines.
Is it cheaper to coat a flat roof than replace it?
Yes, when the membrane is sound and the insulation is dry. Coatings run $1.70 to $6.90 per square foot against $5 to $10 for a new membrane. They do not fix wet insulation.
Do I need a permit to replace a flat roof in El Paso?
A full reroof needs a permit from the City of El Paso, or from Socorro or Horizon City where those apply. The roofer pulls it.
