Roof Age and Homeowners Insurance in El Paso

In Texas, the age of your roof can decide whether a storm claim pays thousands or nothing. The state insurance department's own example shows how, and what you can check before the next storm.

El Paso roofs age in the sun long before they see a storm. Then a monsoon microburst or a hail cell comes through, and a homeowner finds out for the first time how their policy actually pays for a roof. The answer depends on two words in the policy, replacement cost or actual cash value, and on how old the roof is.

The Texas Department of Insurance (TDI) publishes a worked example that makes the difference concrete, and we reproduce it below with the source. Everything else on this page is practical: what to look for in your policy, why proof of your roof's age matters, and when a repair, a replacement or a policy change is the sensible next step. Replacement Cost vs Actual Cash Value: TDI's Example

TDI's example uses a house insured for $200,000 with a 2% deductible, which is $4,000, and a storm that damages the whole roof. Replacing the roof costs $10,000.

Under replacement cost coverage the policy pays $10,000 minus the $4,000 deductible, so $6,000, whatever the roof's age. Under actual cash value coverage the policy first subtracts depreciation for age and wear, then the deductible.

Why This Matters More in El Paso

Sun, not snow, sets the clock here. With more than 300 sunny days a year and roof surfaces that published regional figures put at 170 to 185 degrees on summer afternoons, shingles, coatings and the underlayment beneath tile age faster than their labels suggest. And the housing stock is old enough for this to matter widely. Census figures put the median home in 79907, around Ysleta and the Lower Valley, at 1980, with 71% built before 1990; on the Westside in 79912 the median is 1988 (ACS 2020-2024 5-year, tables B25035 and B25034). Many of those homes are on second or third roofs that are now well into their depreciation schedule.

What to Check in Your Policy

  • Roof loss settlement: replacement cost or actual cash value, and whether a roof-only endorsement switches to ACV past a set age
  • Deductible: a flat dollar amount or a percentage of the dwelling limit, and whether wind and hail have a separate deductible
  • Cosmetic damage exclusions: some policies exclude dents or marks that do not affect function, which matters for metal roofs
  • Roof age on file: if your roof is newer than your house, make sure the carrier knows
  • Credits: whether the carrier offers a discount for impact-resistant roofing, and what proof it accepts

Discounts for Impact-Resistant Roofs

In September 2026, according to news coverage, TDI issued a bulletin urging home insurers to offer meaningful premium discounts to homeowners who invest in measures that reduce storm damage, and to make those credits easy to find. That is encouragement, not a rule that sets a discount, so ask your carrier directly what it offers. TDI's form PC068, the Impact-Resistant Roofing Installation Form, is what a contractor completes to document an impact-rated roof; some insurers accept it and some use their own form.

Never choose a roof on a promised discount alone. Get the carrier's answer in writing first, then compare the extra cost of an impact-rated shingle or metal roof against the credit over the years you expect to own the house.

Proof of Roof Age

If you replaced the roof, the City of El Paso's reroof permit and final inspection are the cleanest proof of its age, along with the contractor's invoice and any manufacturer warranty registration. Storm Claims Done Right

A legitimate roof claim is for sudden, covered damage, documented by you and filed with your carrier. After a hail or wind event, photograph the roof and any interior damage, stop active leaks with a temporary dry-in, keep receipts, and call your carrier. Anyone who offers to pay or waive your deductible is describing insurance fraud, and it is your policy that pays the price.
